My question is this - if both the first and second rules of Chris Club are the same thing; is that an administrative error on behalf of the sub-committee who drafted the rules, or is rule 2 the same because you feel the members of Chris Club are unlikely to obey rule 1?

Because, let's be clear, in Fight Club lots of people disobeyed rules 1 and 2. May I suggest that you introduce rule 3, mirroring the intent of rules 1 and 2. And also perhaps introduce rule 4, outlining the disciplinary structure in place for maintaining adherance to rules 1-3.
